"body": "(中央社訊息服務20260817 10:17:00)農業部農糧署輔導台灣養蜂協會辦理115年全國蜂蜜品質評鑑，共有78件產品獲獎，於15日舉辦「115年全國國產龍眼及荔枝蜂蜜品質評鑑頒獎暨成果發表會」，農糧署陳立儀主任秘書致詞時表示，本（115）年度受極端氣候影響，蜂蜜產量雖有銳減情形，仍評鑑出78件優質好蜜，品質卓越，歡迎民眾多加選購。\n\n逆境淬鍊 氣候挑戰下78件好蜜脫穎而出\n\n農糧署說明，今年蜂蜜生產面臨嚴峻挑戰，受到年初乾旱影響，龍眼及荔枝等蜜源作物花況不佳、流蜜不足，加上主要蜜源作物開花期遇到降雨情形，導致蜂蜜產量較往年大幅銳減。今年全國評鑑分為「龍眼蜜組」及「荔枝蜜組」，共有112件參賽，規模雖受氣候影響減少約5成，但品質依舊卓越。經專家嚴格評選，最終評出特等獎12件、頭等獎66件，共計78件獲獎。\n\n蜂蜜評鑑過程非常嚴謹，必須先以儀器進行初評，檢驗成分、品質、抗生素及農藥殘留等，符合CNS1305蜂蜜國家標準才能進入複評；複評由17位專家進行香氣、色澤及風味等3項感官品評，經過層層關卡選出的得獎蜂蜜均為頂級臻品。本次活動特別以「淬蜜之冠」為主題，象徵蜂農在極端氣候的考驗下，仍憑藉專業技術與嚴格品質管理，精淬出高品質的頂級蜂蜜。\n\n珍貴頂級好蜜 購買請認明雙標章\n\n農糧署表示，面對極端氣候對養蜂產業的衝擊，農業部於本年7月30日公告辦理全國蜂群（蜜源不足）1-2月乾旱（遲發性）農業天然災害現金救助，預計約有1,300戶蜂農可得到救助。\n\n農糧署進一步說明，該署積極推動蜂產品產銷履歷制度，透過完整的生產紀錄、逐批檢驗及資訊公開，建立可追溯管理機制，截至7月31日已有111戶蜂農通過產銷履歷驗證，涵蓋蜂箱數超過4萬1千箱，占國內養蜂箱數16%以上；同時，該署也輔導台灣養蜂協會推動「國產蜂產品證明」標章，呼籲消費者選購蜂蜜時應優先認明「產銷履歷」或「國產蜂產品證明」雙標章，即是國產優質蜂產品，可安心購買。\n\n今年的極優好蜜現正限量登場，請認明雙標章，將蜂農用頂尖技術戰勝逆境之滴滴純淨蜂蜜帶回家。相關資訊可至台灣養蜂協會網站（http://www.bee.org.tw，電話：04-23713681，04-23713621）查詢。",

"body": "台東知本建和農路拓寬案持續延燒，台東地檢署日前展開搜索、約談及偵辦行動後，相關爭議也延伸至地方政治攻防。疑與東映渡假村開發有關的吳俊立，昨天下午突然Call in進入無黨籍議員林參天主持的地方電台節目，針對林參天近期對農路工程的質疑表達強烈不滿，雙方隔空交鋒數分鐘，氣氛火爆。\n\n吳俊立在電話中批評林參天長期透過節目發表不實、扭曲的言論，認為已對自己及相關企業造成傷害，當場嗆聲「我一定告你！」並表示相關事證已經準備妥當，近期將提出告訴。\n\n面對提告威脅，林參天毫不退讓，直接回嗆「趕快告，不告就漏氣」，要求吳俊立若認為遭到不實指控，就透過司法程序解決。\n\n吳俊立則針對農路拓寬爭議提出反駁。他表示，該道路並非僅供單一住戶使用，實際有2、30戶、約60多人通行；道路大部分路段約7、8公尺寬，只有三叉路口部分路段達15公尺，而且長度不到10公尺，並非外界所稱整條道路大幅拓寬，因此不認同「量身打造」的說法。\n\n吳俊立也強調，相關企業長期在台東經營並聘用數百名員工，為地方創造就業機會，認為林參天的指控已對其造成嚴重傷害，甚至表示自己已被逼到必須站出來捍衛清白，並強調將透過法律途徑處理。\n\n林參天則把焦點拉回公共工程及利益迴避問題，質疑若農路拓寬確實完全合法，為何檢調會介入搜索及約談相關人士。他並認為，涉及公共資源的工程本就應接受嚴格檢視，尤其與東映渡假村開發利益有所關聯，更應釐清是否存在利益迴避問題。\n\n雙方通話過程中多次互相插話，吳俊立一度掛斷電話，之後又重新Call in進入節目，繼續針對道路寬度、使用戶數及工程合法性等問題交鋒。\n\n林參天最後表示，情緒性爭辯無助於釐清真相，但公共工程涉及公帑及公共利益，是否違法仍應交由司法機關調查認定。\n\n目前案件仍由台東地檢署偵辦，工程程序及相關人員責任均待司法釐清。隨著吳俊立公開表明將提告，林參天也當場回應「趕快告」，雙方原本的政治攻防，後續恐進一步延伸至司法層面。",

"body": "立法院財政委員會今日初審通過「遺贈稅法」修正草案，被繼承人死亡前2年內贈與財產，按受贈財產占遺產比率繳納遺產稅。（資料照）\n\n〔記者鄭琪芳／台北報導〕立法院財政委員會今日初審通過「遺贈稅法」修正草案，即所謂「大老婆條款」，多數條文按行政院版本通過，包括被繼承人死亡前2年內贈與特定親屬財產，按受贈財產占遺產總額比率計算遺產稅，並以受贈人為納稅義務人，不得向非受贈人課稅；換言之，死亡前2年贈與的財產，只能向受贈人課徵遺產稅。\n\n現行「遺贈稅法」規定，配偶相互贈與免稅，但死亡前2年內贈與配偶財產須併入遺產總額課稅。陳姓男子死亡前2年贈與配偶高額股票，依規定須併入遺產總額課稅（擬制遺產），但其妻子與子女均拋棄繼承，讓非婚生幼女獨自負擔巨額遺產稅。為此，憲法法庭2024年10月28日判決相關規定部分違憲，須於2年內修法。\n\n立院財委會上午初審通過「遺贈稅法」修正草案，此次修正有5大重點，包括：增訂被繼承人死亡前2年內贈與特定親屬（含被繼承人配偶、各順序繼承人及其配偶）財產併入遺產總額課稅的遺產稅額計算標準，以各受贈人為納稅義務人，並以受贈財產為限負擔納稅義務，拋棄繼承不再免除相關稅負；配偶剩餘財產差額分配請求權扣除額計算同步調整，被繼承人死亡前2年內贈與其配偶的財產，視為被繼承人現存財產併予計算。\n\n另，此次修法增訂死亡後經法院判決確認為其所有財產，遺產稅申報期間及核課期間起算日規定；刪除遺贈稅應納稅額30萬元以上才可申請分期繳納的規定，修正分期繳納加計利息的利率基準，並增訂繼承人可採多數決以遺產中的存款繳稅，以及受贈人申請以遺產抵繳或繳納擬制遺產稅額，應經全體繼承人同意；刪除滯納金加徵方式及逾期未繳移送強制執行規定，回歸依稅捐稽徵法規定辦理。\n\n一手掌握經濟脈動 點我訂閱自由財經Youtube頻道\n\n不用抽 不用搶 現在用APP看新聞 保證天天中獎 點我下載APP 按我看活動辦法",
