"body": "شهدت أعداد الإسرائيليين العائدين إلى دولة الاحتلال من الخارج تراجعًا حادًا خلال السنوات الأخيرة، إذ انخفض عددهم بنسبة 53% بين عامي 2022 و2024، وفق تقرير صادر عن مركز أبحاث ومعلومات الكنيست، نقلت تفاصيله صحيفة \"يديعوت أحرونوت\" العبرية.\n\nويأتي هذا التراجع بالتزامن مع بيانات تشير إلى ارتفاع أعداد الإسرائيليين الذين يغادرون البلاد، ما ينعكس على ميزان الهجرة ويزيد من صعوبة تحقيق نمو إيجابي في أعداد السكان العائدين.\n\nوبحسب التقرير، بلغ متوسط عدد الإسرائيليين العائدين سنويًا نحو 9300 شخص خلال الفترة بين 2008 و2012، قبل أن يتراجع إلى نحو 7400 شخص سنويًا بين 2013 و2020. ومنذ عام 2021، بدأ انخفاض أكثر حدة، إذ تراجع العدد من نحو 8000 عائد في عام 2020 إلى قرابة 3800 شخص في عام 2024، وهو أدنى مستوى خلال السنوات الأخيرة، مع تسجيل الجزء الأكبر من الانخفاض في عام 2023.\n\nأمريكا الشمالية تتصدر مصادر العائدين\n\nتشير البيانات إلى أن نحو نصف الإسرائيليين الذين عادوا إلى البلاد خلال الفترة من 2005 إلى 2024 قدموا من أمريكا الشمالية، فيما جاء نحو 13% من بريطانيا وألمانيا وفرنسا، و6% من روسيا وأوكرانيا.\n\nوشهدت الولايات المتحدة تراجعًا واضحًا في أعداد العائدين، من نحو 3700 شخص عام 2020 إلى 1500 فقط في 2024.\n\nفي المقابل، ارتفعت نسبة العائدين من روسيا وأوكرانيا خلال عام 2022، لتصل إلى 8% من روسيا و9% من أوكرانيا من إجمالي العائدين، وهو ارتفاع ربطه التقرير على ما يبدو بتداعيات الحرب الروسية الأوكرانية.\n\nعوائق أمام العودة\n\nيرصد تقرير مركز أبحاث ومعلومات الكنيست مجموعة من العقبات التي تواجه الإسرائيليين الراغبين في العودة إلى البلاد، من بينها الفوارق في الحقوق والمساعدات مقارنة بالمهاجرين الجدد، إلى جانب صعوبات تتعلق بالسكن والضرائب والتعليم.\n\nكما يشكل نظام التأمين الصحي أحد أبرز التحديات، إذ قد يطلب من الإسرائيليين الذين أقاموا خارج البلاد لفترات طويلة الانتظار لمدة تصل إلى ستة أشهر للحصول على خدمات التأمين الصحي الحكومي، ما لم يدفعوا مبلغًا خاصًا يبلغ 16,860 شيكلًا لإلغاء فترة الانتظار.\n\nووفق التقرير، لم يدفع 94% ممن فرضت عليهم فترة انتظار خلال الفترة بين 2022 و2024 هذا المبلغ، واضطروا بالتالي إلى الانتظار لفترات تراوحت بين شهرين وستة أشهر.\n\nوتشمل التحديات أيضًا صعوبة العثور على وظائف بأجور مناسبة، وتعقيدات تسوية الوضع القانوني للزوج غير الإسرائيلي، فضلًا عن الصعوبات التي تواجه الأطفال في الاندماج داخل النظام التعليمي، خاصة عند عدم إتقانهم اللغة العبرية.\n\nعجز في ميزان الهجرة\n\nوبحسب البيانات الواردة في التقرير، بلغ العجز في ميزان الهجرة الإسرائيلي خلال الفترة بين 2022 و2024 نحو 140 ألف شخص، وهو المؤشر الذي يقارن بين أعداد القادمين إلى إسرائيل وأعداد المغادرين منها.\n\nويضع تراجع أعداد العائدين إلى جانب ارتفاع أعداد المغادرين تحديات أمام السلطات الإسرائيلية، في وقت تتزايد فيه النقاشات حول سبل تشجيع الإسرائيليين المقيمين في الخارج على العودة.\n\nانتقادات للحكومة\n\nوحمل رئيس لجنة الهجرة والاستيعاب والشتات في الكنيست، عضو الكنيست جلعاد كاريف، الحكومة مسؤولية عدم وضع خطة استراتيجية كافية لتشجيع عودة الإسرائيليين.\n\nوقال كاريف إن الحكومة لم تُعيّن جهة متخصصة للتعامل مع تزايد الهجرة إلى الخارج، كما لم تضع خطة خمسية جديدة لتشجيع العودة، رغم وجود خطة مماثلة سابقة بين عامي 2010 و2015.\n\nوأضاف أن معالجة الملف مستقبلًا يجب أن تشمل خطة متكاملة تتناول الوضع القانوني والتوظيف والتعليم والاستيعاب، معتبرًا أن هناك ارتباطًا بين أداء الحكومة خلال سنوات الحرب وتراجع أعداد الإسرائيليين العائدين.",

"body": "حالة من الحراك الكبير على المستويين الفنى والإدارى، يعيشها نادى الزمالك مع اقتراب انطلاق الموسم الجديد، وسط رغبة واضحة من مجلس الإدارة والجهاز الفنى فى تجهيز الفريق للمنافسة على البطولات، بالتزامن مع استمرار عدد من الملفات الشائكة التى تحتاج إلى حلول سريعة.\n\nويعد أبرز الملفات الحالية موقف البرازيلى خوان بيزيرا، بعدما أعلن الزمالك تمسكه باللاعب ورفضه مناقشة أى عروض لرحيله. وعلمت \"المصرى اليوم\" أن اللاعب فى حال عودته إلى مصر خلال الأيام المقبلة، ستكون من أجل مناقشة العرض المقدم له للرحيل عن القلعة البيضاء، فى ظل تمسكه بفكرة إنهاء مشواره مع النادى. فيما عاد الخلاف بين ممدوح عباس، رئيس الزمالك الأسبق والرئيس الشرفى للنادى، وجون إدوارد، المدير الرياضى السابق، إلى الواجهة بعد تداول روايات مختلفة حول أسباب توتر العلاقة بينهما. وعلمت \"المصرى اليوم\" أن الأزمة بدأت بملف مستحقات لاعبى الفريق، حيث قام عباس بإرسال مبلغ مالى للمساهمة فى سداد جزء من مستحقات محمد عواد وعمر جابر، إلا أن إدوارد رأى ضرورة توزيع المبلغ على عدد أكبر من اللاعبين الذين لديهم مستحقات متأخرة، وهو ما تسبب فى غضب عباس وتصاعد الخلاف بين الطرفين.\n\nكما تسبب رفض إدوارد هدية قدمها له عباس عقب تتويج الزمالك بلقب الدورى، وكانت عبارة عن عدد من الجنيهات الذهبية، حيث أكد إدوارد أنه قام بواجبه تجاه النادى ولا يستحق هدية مقابل ذلك، وهو ما تسبب فى استياء عباس.\n\nربما لم يكن نتيجة موقف واحد، وإنما جاء بعد سلسلة من الاختلافات فى وجهات النظر، خاصة بشأن إدارة الملفات المالية وطريقة التعامل مع مستحقات اللاعبين. ومع تصاعد التوتر، تراجع التواصل بين الطرفين وتحولت العلاقة إلى قطيعة.",

"body": "A number of claims and counterclaims are being made on the Ukraine-Russia conflict on the ground and online. While GlobalSecurity.org takes utmost care to accurately report this news story, we cannot independently verify the authenticity of all statements, photos and videos.\n\nOn 24 February 2022, Ukraine was suddenly and deliberately attacked by land, naval and air forces of Russia, igniting the largest European war since the Great Patriotic War. Russian President Vladimir Putin announced a \"special military operation\" (SVO - spetsialnaya voennaya operatsiya) in Ukraine in response to the appeal of the leaders of the \"Donbass republics\" for help. That attack is a blatant violation of the territorial integrity, sovereignty and independence of Ukraine. Putin stressed that Moscow's goal is the demilitarization and denazification of the country. The military buildup in preceeding months makes it obvious that the unprovoked and dastardly Russian attack was deliberately planned long in advance. During the intervening time, the Russian government had deliberately sought to deceive the world by false statements and expressions of hope for continued peace.\n\n\"To initiate a war of aggression... is not only an international crime; it is the supreme international crime differing only from other war crimes in that it contains within itself the accumulated evil of the whole.\" [Judgment of the International Military Tribunal]\n\nThe General Staff of the Armed Forces of Ukraine reported that in total, 181 combat engagements have taken place since the beginning of this day.\n\nThe Russian enemy launched one missile strike using 13 missiles, carried out 52 air strikes, and dropped 161 guided bombs. In addition, Russian forces used 6862 kamikaze drones to attack and carried out 2355 shellings of settlements and positions of Ukrainian troops.\n\nIn the North-Slobozhansky and Kursk directions, the Defense Forces successfully repelled one Russian attack. In addition, Russian troops launched two air strikes using six guided bombs and carried out 29 shellings of positions of Ukrainian troops and settlements, including one -- with multiple launch rocket systems.\n\nThroughout the day in the North-Slobozhansky direction, the Russian enemy attacked the positions of Ukrainian units near Liman, Kozachaya Lopana, Izbitsky, Okhrymovka, Krugly, and Dvorichansky; another combat engagement is ongoing.\n\nIn the Kupiansk direction today, the Russian enemy carried out two attacks on the positions of the Defense Forces in the direction of the settlements of Novoplatonivka and Kurylivka; one combat engagement is ongoing.\n\nEight Russian attempts to advance have been repelled in the Liman direction in the areas of Karpyvka, Ridkodub, Novoselivka, Drobyshevyy, Liman, and Dibrova.\n\nIn the Sloviansk direction, the Defense Forces successfully stopped 15 attempts by Russian invaders to advance near Rais-Oleksandrivka, Kryvyi Luh, Zakytne, Mykolaivka, and Riznykivka; another combat engagement is ongoing.\n\nIn the Kramatorsk direction, the Russian enemy's assault actions have not been recorded.\n\nIn the Kostyantynivka direction, the Defense Forces repelled 13 Russian assaults near Ivanopillya, Kostyantynivka, Illivka, Novoselivka, and Stepanivka; two more combat engagements are ongoing.\n\nA total of 21 attacks have been repelled in the Pokrovsk direction. The Russian occupiers attempted to advance in the areas of Kucheryv Yar, Novy Donbas, Bilitske, Shevchenko, Novohryshyne, Myrne, Serhiivka, Udachne, Molodetske, Novopidhorodne, and Novopavlivka. Four combat engagements are ongoing.\n\nAccording to preliminary calculations, today 36 Russian occupiers were eliminated and 10 were wounded; two vehicles and four units of Russian special equipment were destroyed. One artillery system was damaged, two vehicles, two units of special equipment, and one command post with unmanned aerial vehicles of the Russian enemy were destroyed or suppressed. 219 drones of various types were destroyed or suppressed.\n\nUkrainian defenders successfully repelled one attack by the occupiers in the Oleksandrivka direction in the Yehorivka area.\n\nTwelve attacks by the Russian occupiers have been recorded in the Gulyaipil direction in the areas of the settlements of Rivne, Rizdvyanka, Hirke, Zaliznychnye, Kopani, and Gulyaipilskoye; another attack is ongoing.\n\nOn the Orikhiv direction, Ukrainian defenders repelled one Russian attack in the area of Novoyakovlivka.\n\nNo Russian assault has been recorded in the Pridneprovsky direction.\n\nNo significant changes in the situation have occurred in the other directions.",
