"body": "Homs, July 13 (SANA) Transport Minister Yarub Badr and Homs Governor Murhaf al-Naasan on Monday inaugurated the Cement Bridge in Al-Rastan city, northern Homs countryside, following the completion of its rehabilitation, returning it to service after 14 years of disuse and restoring the link between the city's eastern and western halves, the ministry said.\n\nBadr said the bridge marks an important milestone for Al-Rastan's residents after 14 years of hardship, providing safe passage for citizens and reducing the risks of crossing the international highway. The ministry will continue implementing more service projects in the coming period, he added.\n\nThe minister expressed thanks to UN-Habitat and the German government for their support, and to the General Corporation for Road Transport and its engineering and technical teams for completing the project on time and to specifications.\n\nGovernor al-Naasan said the bridge reopening is an important step to enhance road safety, facilitate movement between the city's two halves, and improve traffic on the Homs-Hama international highway.",

"body": "Brussels, July 13 (SANA) The European Union is preparing to impose restrictions on children's access to social media platforms across its 27 member states, aiming to create a safer digital environment and limit the risks of the digital space for minors, European Commission President Ursula von der Leyen announced Monday.\n\nThe Commission will adopt recommendations and a legislative proposal after the summer, to be officially announced in September, based on a phased access system by age group, according to von der Leyen's statement on the Commission's X account.\n\nThe proposal would allow children under 13 to use platforms for limited periods under parental or teacher supervision, with restrictions gradually easing as they grow older, she said.\n\nExpert panel recommendations\n\nThe announcement follows an expert panel report, commissioned by von der Leyen in April and delivered Monday, which recommended that children under 13 should only be allowed to use social media and other online platforms supervised by parents or teachers.\n\nThe panel, co-chaired by German child psychiatrist Jörg Fegert and French epidemiologist Maria Melchior, recommended no screens at all for babies and toddlers; supervised use of \"age-appropriate social media\" and devices for children aged three to 12; and \"evolving autonomous use\" of social media and other digital platforms with \"key safety features\" for those aged 13 to 18.\n\n\"What we already have is a consensus that there needs to be a start date for the age children can join social media,\" von der Leyen said, calling for \"age-appropriate restrictions\". \"This is not about whether children can access social media. It is about when social media can access our children\".\n\nBroader scope beyond social media\n\nThe oversight will not be limited to traditional social networks but will also extend to digital services deemed age-inappropriate or having addictive characteristics, classified under the category of \"social media plus,\" she said. This would include platforms using similar features such as video games or AI chatbots.\n\nDivisions among member states\n\nThe panel did not recommend a blanket ban on digital platforms, and von der Leyen did not support such a move, noting that Australia's ban faced difficulties as children found ways around the limits.\n\nDivisions remain among EU member states over the age limit, with countries such as France proposing a ban for under-15s, Spain for under-16s and Greece for under-15s starting January 2027, while Estonia opposes a ban altogether. The European Parliament had previously called for a ban on social media for children under 16.\n\n\"The EU must introduce protective measures to ensure the safety of children and adolescents in the digital world,\" said Maria Melchior, the panel's co-chair.\n\nThe push for EU-wide rules follows a wave of national initiatives across Europe to restrict children's access to social media. In November 2025, the European Parliament called for a ban on social media for children under 16.\n\nThe EU's Digital Services Act, which applies in full since February 2024, introduced harmonized rules requiring platforms accessible to minors to implement appropriate measures to ensure their privacy, safety and security.\n\nIn July 2025, the Commission published guidelines on the protection of minors under the DSA, setting out measures including age assurance, default privacy settings, and restrictions on addictive features such as infinite scroll, autoplay and push notifications. The EU has already concluded investigations against Meta and TikTok over the addictive design of their platforms.",

"body": "Raqqa, July 13 (SANA) A father and his child were killed on Monday when a landmine left by the deposed regime exploded in the village of Al-Jabrali, west of Tal Abyad in the Raqqa countryside, after they entered the area before mine clearance operations had been completed, local authorities said.\n\nTal Abyad District Director Saad Faris told SANA that the father and his son entered the western area of Tal Abyad despite repeated warnings issued by the district administration and security checkpoints preventing entry until military engineering teams complete mine clearance operations.\n\nFaris said the district administration has been working for three months, under the directives of the Raqqa governor and in coordination with the Defense Ministry, to clear areas contaminated with landmines and war remnants in preparation for the safe return of residents.\n\nEngineering units continue to sweep for and clear mines in Al-Jabrali village, with the area remaining closed to civilians until fully cleared, particularly as landmines and explosive devices remain planted inside a number of homes, requiring precision and caution in dealing with them.\n\nLandmines and unexploded ordnance left by the ousted regime remain a deadly legacy across Syria, particularly in areas that saw heavy fighting. Since the fall of the regime in December 2024, at least 341 civilian deaths, including 88 children and 21 women, have been documented as a result of landmine explosions and cluster munition remnants, according to the Syrian Network for Human Rights.\n\nMine clearance operations have been ongoing across the country, with engineering units working to clear residential areas, agricultural land and infrastructure to enable the safe return of displaced families. The UN has warned that millions of landmines and unexploded ordnance remain a \"deadly legacy\" across Syria.",

"body": "Islamabad, July 13 (SANA) Syrian Minister of Social Affairs and Labor Hind Kabawat met on Monday with Pakistan's Federal Minister for Information Technology and Telecommunications Shaza Fatima Khawaja in Islamabad to discuss bilateral cooperation and benefit from Pakistani expertise in providing support, training programs and specialized courses in digital transformation and information technology, the ministry said.\n\nThe meeting, held on the sidelines of the 9th Ministerial Conference of the Organization of Islamic Cooperation on Women in the Pakistani capital, discussed arrangements for Syria's participation in an integrated digital transformation software platform launched by Pakistan to develop digital skills in qualifying youth, particularly women, and empower them to keep pace with the demands of the modern digital economy and enter labor markets with efficiency and capability, according to a statement.\n\nOIC Women's Ministerial Conference\n\nThe two-day conference, which opened Sunday in Islamabad, brought together approximately 190 delegates, including ministers, senior government officials and representatives from the OIC's 57 member states, to discuss ways to enhance women's social, economic and political participation and strengthen cooperation among member countries.\n\nHeld under the theme \"The Social, Economic and Political Empowerment of Women in OIC Countries: Challenges and the Way Forward,\" the conference focused on expanding women's access to education, healthcare, employment, entrepreneurship, financial services, technology and digital opportunities.\n\nPakistan formally assumed the chairmanship of the OIC Ministerial Conference on Women from Egypt for the next two years during the conference. The conference is expected to conclude with the adoption of the \"Islamabad Declaration,\" reflecting the collective commitment of OIC member states to advancing women's rights and opportunities.",
