"body": "המסעדנים סובלים מהתייקרות חומרי גלם, מחסור בכוח אדם ושכירות גבוהה.\n\nענף המסעדנות הישראלי ממשיך לספוג זעזועים כבדים, והפעם מדובר באחת ההתרסקויות המהדהדות של התקופה האחרונה. מסעדת O (או), שניצבת בפינת הרחובות רוטשילד ואלנבי בתל אביב, סוגרת בימים אלה את שעריה לאחר שפעלה בקושי חצי שנה. הסגירה הזו מצטרפת לשורת מוסדות קולינריים שהודיעו השבוע על סוף דרכם, וממחישה את המשבר העמוק שבו נמצא התחום.\n\nהמסעדה, מבית היוצר של קבוצת האחים אבידן, מבכירי אנשי חיי הלילה והמסעדנות של תל אביב, המחזיקים במספר מוקדי בילוי מצליחים בעיר, נכנסה לנעליים גדולות במיוחד. היא הוקמה בתוך המבנה הנוסטלגי והמוכר שבו פעלה במשך שנים ארוכות מסעדת \"מקס ברנר\", פינה שהפכה לנקודת ציון תל-אביבית.\n\nהציפיות מהמקום היו גבוהות במיוחד. בקבוצה לא חסכו, ובפרויקט המדובר הושקעו מיליוני שקלים בעיצוב, בציוד ובתכנון, מתוך מטרה לייצר עוגן קולינרי חדש, מרשים ורחב ידיים בלב שדרות רוטשילד. המקום כוון לקהל יעד מגוון, עם הבטחה לחוויית בילוי שלמה, אך נראה שהמציאות הכלכלית והתפעולית המורכבת הכריעה את הכף מהר משניתן היה לדמיין.\n\nהסדקים המשמעותיים הראשונים בפעילות המסעדה צפו מעל פני השטח כבר לפני כמה שבועות. כפי שפרסמנו ב-N12, השף תומר אגאי, שהוביל את הקו הקולינרי של המקום מיום פתיחתו, החליט לארוז את הסכינים ולעזוב את הפרויקט.\n\nבענף שבו יציבות היא מפתח להצלחה, עזיבתו המוקדמת והמפתיעה של השף המוביל רמזה על קשיים, חילוקי דעות או שינויי כיוון דרמטיים מאחורי הקלעים. כעת, מתברר שהפרידה הזו הייתה למעשה קדימון לסגירה הסופית של המקום כולו, חודשים ספורים בלבד לאחר גזירת הסרט.\n\nכך בישרו במסעדת 0 על הסגירה, בפוסט באינסטגרם: \"לפעמים גם כשעושים את הדברים הכי נכון המציאות טורפת את הקלפים\". אנשי המסעדה הסבירו כי המציאות הביטחונית הפכה את ניהול המסעדה לבלתי אפשרי: \"התקופה המורכבת של הקמה חדשה בצל מלחמה יצרה אתגרים תפעוליים וכלכליים שלא אפשרו לעסק שרק נולד להמשיך לפעול\".\n\nהבשורה על קריסתה של מסעדת O לא הופיעה בחלל ריק. היא מצטרפת לשבוע קשה במיוחד ורווי טלטלות עבור סצנת האוכל הישראלית, עם סגירות של מוסדות קולינריים אהובים ומוערכים ברחבי הארץ, שעליהן התבשרנו בימים האחרונים:\n\nהצטברות המקרים הללו, ממסעדת ענק עתירת תקציב בלב תל אביב, דרך פנינה קולינרית מוקפדת בצפון ועד למאפייה יפואית אהובה, מעידה יותר מכול על התקופה הבלתי אפשרית שעוברת על המסעדנים בישראל. עלויות חומרי הגלם המזנקות, המחסור בכוח אדם, דמי השכירות הגבוהים והמציאות הישראלית השברירית, גובים כולם מחיר כבד, שאת תוצאותיו אנו רואים כעת בצלחות הריקות ובדלתות הננעלות.",

"body": "ועדת המשנה לבנקאות קיימה דיון מעקב על יישום הרפורמה להקמת בנקים קטנים ● היו\"ר רון כץ מתח ביקורת על העיכוב בהקמת הצוות לבחינת ביטוח פיקדונות ● בנק ישראל עדכן כי ההוראה לבנקים קטנים תפורסם בתוך כחודש ● בדיון נמתחה ביקורת גם על ייקור תעריפי שב\"א\n\nועדת המשנה של ועדת הכלכלה לתחרות ושירות ללקוח במערכת הבנקאית, בראשות ח\"כ רון כץ, קיימה (16.6.26) דיון מעקב אחר יישום הרפורמה להקמת בנקים קטנים. הדיון התמקד בחסמים המונעים כניסת שחקנים חדשים לשוק הבנקאות, בעיכובים בהקמת צוותי העבודה ובייקור תעריפי התשתיות הבנקאיות, שעלול להתגלגל בסופו של דבר אל הצרכנים.\n\nבפתח הדיון הבהיר כץ כי מטרת הוועדה אינה להסתפק בביקורת, אלא לוודא שהחקיקה שאושרה בכנסת אכן מתורגמת למעשים. לדבריו, \"מדובר באחת הרפורמות הגדולות ביותר שיצאו מהכנסת בשנים האחרונות, ואנחנו פה כדי לוודא שהיא מיושמת ולא נופלת בגלל חוסר תשומת לב לפרטים הקטנים\". הוא הוסיף: \"מטריד אותי מאוד שכמעט חצי שנה עברה מאז החקיקה, וצוות ביטוח הפיקדונות עדיין לא הוקם. בעוד ארבעה חודשים כבר צריך להגיש דיווח לוועדה, ומישהו יצטרך להסביר את העיכוב הזה\".\n\nהצוות לביטוח פיקדונות טרם הוקם\n\nרכזת פיננסים באגף התקציבים במשרד האוצר, טל ישראלי, אמרה כי יישום החקיקה, שעברה לפני חג הפסח, טרם החל בפועל בשל המלחמה ועיכובים נוספים. לדבריה, באוצר מבקשים להגיש עד ספטמבר את תזכיר החוק בנושא הפיקוח על חברות אחזקה. אשר לביטוח הפיקדונות, ישראלי ציינה כי הצוות עדיין לא מונה וכי הנושא מצוי בדין ודברים מול בנק ישראל.\n\nמנהלת יחידת רישוי ובנקים חדשים בבנק ישראל, סימה שפיצר, אמרה כי קיימת התעניינות רבה מצד גופים חוץ-בנקאיים מהארץ ומחו\"ל. היא עדכנה כי הוראת ניהול בנקאי תקין, המותאמת לבנקים קטנים וחדשים, כבר פורסמה להערות הציבור, וכי לאחר קבלת ההערות וקיום שיחות עם הגופים הרלוונטיים היא צפויה להתפרסם בתוך כחודש.\n\nבנוגע לצוות לבחינת ביטוח פיקדונות אמרה שפיצר כי בנק ישראל יפעל ליישום החוק בהתאם ללוחות הזמנים שנקבעו בו, וכי המענה להקמת הצוות יימסר בידי הגורמים הרלוונטיים בבנק ישראל. היו\"ר כץ לא הסתפק בכך והבהיר כי הוועדה תבקש מהנגיד התייחסות בתוך שבועיים: מי יהיו חברי הצוות ומתי יוקם.\n\nהחסם שמרחיק לקוחות מבנקים חדשים\n\nיו\"ר פורום מחוללי תחרות, רועי פולקמן, ונציגת התנועה לאיכות השלטון, יולי שליו, מתחו ביקורת על העיכוב בהקמת הצוות לבחינת ביטוח הפיקדונות. לדבריהם, ישראל היא המדינה היחידה ב-OECD שאין בה ביטוח פיקדונות, והדבר עלול להקשות על בנקים חדשים לשכנע לקוחות להעביר אליהם את כספם.\n\nפולקמן ביקש לקבוע לוחות זמנים ברורים להקמת הצוות. מבחינת השחקנים החדשים, ביטוח פיקדונות אינו פרט טכני אלא תנאי אמון בסיסי: לקוח שצריך להחליט אם לעבור מבנק ותיק לבנק קטן או חדש ירצה לדעת שהפיקדון שלו מוגן גם במקרה חריג של כשל בנקאי.\n\nשב\"א מייקרת - והצרכנים עלולים לשלם\n\nנושא נוסף שעלה בדיון היה החלטת חברת שב\"א, המפעילה תשתית מרכזית לסליקת תשלומים, להעלות את תעריפיה. מנהל האסדרה של ישראכרט, אלון שגינהור, מתח ביקורת חריפה על המהלך ואמר: \"שב\"א מתנהלת כמונופול ועושה מה שהיא רוצה. לפני שנתיים וחצי הם כבר העלו מחירים ב-20%, ועכשיו הם מייקרים שוב את אותם הרכיבים בעשרות אחוזים, וכל זה כשבשנת 2025 החברה חילקה דיבידנדים של 60 מיליון שקלים לבעלי מניותיה. המשמעות הישירה של המהלך היא ייקור יוקר המחיה\".\n\nנציגת שב\"א, נעה לוינסון, השיבה כי החברה מפעילה תשתית מדינה קריטית החשופה למתקפות סייבר חוזרות ונשנות. לדבריה, ההתייקרות נועדה להגן על המערכת, ונעשתה בליווי ובשקיפות מלאה מול מחלקת מערכות תשלומים בבנק ישראל. נציג רשות התחרות, צבי גזבר, אמר כי תעריפי שב\"א נתונים לפיקוח בנק ישראל, והוא הגורם שאמור לבחון את העניין.\n\nכץ דחה את ההסברים ותקף את עצם ההתייקרות: \"לא ייתכן שחברה כל כך רווחית תייקר את השירות, ובסופו של דבר הנטל יתגלגל אל החלשים ביותר. כל מטרת הדיונים כאן היא להוריד את יוקר המחיה, ואני דורש לקבל תשובות ברורות איך מי שאמור לפקח על המונופול הזה נתן לכך יד\".\n\nהבנק החברתי בדרך לרישיון\n\nלצד הביקורת, נשמעה בדיון גם נימה אופטימית באשר לאפשרות לכניסת שחקנים חדשים לשוק. היועץ המשפטי של עוגן, אלעד לוביץ, עדכן את הוועדה כי הגוף נערך להגשת בקשה רשמית לרישיון בנק. לדבריו, \"אנחנו נערכים בימים אלה להגשת בקשה רשמית לרישיון בנק, שיהיה הבנק החברתי הראשון בישראל. אנחנו משייפים את התוכנית העסקית שלנו ומקווים שההוראות החדשות של בנק ישראל יביאו בשורה חברתית אמיתית\".\n\nכץ בירך על המהלך ואמר כי יבקש התייחסות גם מראש רשות המיסים ומשר האוצר, במטרה לסייע לבנק החברתי ולבנקים הקטנים להיכנס לשוק בקלות רבה יותר. לדבריו, כניסת בנקים קטנים אינה מטרה בפני עצמה, אלא כלי להגברת התחרות ולהורדת יוקר המחיה.\n\nכץ: לא ניתן לרפורמה להיתקע\n\nבסיכום הדיון אמר כץ כי \"הדברים הקטנים יכולים לתקוע רפורמות גדולות\", וכי כעת, לאחר שהחסמים הוצפו בוועדה, לא ניתן יהיה להתעלם מהם. הוא הדגיש כי הרפורמה להקמת בנקים קטנים חייבת להתקדם במהירות, במיוחד לנוכח לוח הזמנים הפוליטי והחשש שעיכובים מנהליים ימסמסו את יישומה.\n\n\"צריך לראות איך עוזרים לבנקים הקטנים האלה לקום ולהיכנס לשוק, כדי שתהיה תחרות וכדי שיוקר המחיה ירד\", אמר כץ. \"קחו את הרפורמה הזו עד הסוף ובואו נראה את הבנקים הקטנים קמים\".",

"body": "ועדת הכלכלה אישרה תקנות ראשונות של משרד האנרגיה בתחום הרכב החשמלי ● בעלי עמדות טעינה ציבוריות יחויבו להעביר מידע רציף למאגר מרכזי שייפתח לציבור ● הדיווח יעודכן בתוך 60 שניות משינוי במצב העמדה ● התקנות נועדו לצמצם את חסמי השימוש ברכב חשמלי\n\nועדת הכלכלה אישרה (16.6.26) את תקנות מקורות אנרגיה שהגיש משרד האנרגיה והתשתיות, ומטרתן להסדיר לראשונה את מסירת המידע על עמדות טעינה לרכב חשמלי בישראל. התקנות יחייבו בעלי עמדות טעינה ציבוריות להעביר באופן רציף נתונים למאגר מרכזי של משרד האנרגיה, שיאפשר לציבור לקבל מידע בזמן אמת על מיקום העמדות, זמינותן ומצבן.\n\nלפי משרד האנרגיה, התקנות נועדו להתמודד עם אחד החסמים המרכזיים להרחבת השימוש ברכב חשמלי - חוסר הוודאות של הנהגים בנוגע למציאת עמדת טעינה פעילה וזמינה. המאגר יהיה פתוח לציבור הרחב, ויאפשר גם ליישומונים שונים להתחבר אליו באמצעות ממשק ממוחשב. הוועדה ציינה כי כיום ישנם בישראל יותר מ-300 אלף בעלי רכבים חשמליים.\n\nראש חטיבת אנרגיה מקיימת במשרד האנרגיה והתשתיות, רון אייפר, אמר בדיון: \"הוועדה קראה לנו להתקין את התקנות הללו אחרי לא מעט דיונים, וההסכמה עם חברי הכנסת שרצו לקדם חקיקה הייתה שנביא תקנות\". לדבריו, התקנות \"באות לתת מענה להיעדר מידע ושקיפות בנוגע למיקום וזמינות עמדות טעינה - אחד החסמים המרכזיים לקידום השימוש ברכבים חשמליים\".\n\nמידע בזמן אמת - בתוך 60 שניות\n\nבמהלך הדיון נקבע כי כל שינוי בנתוני עמדת טעינה ציבורית יעודכן במאגר בתוך 60 שניות. בכך הוחמרה ההצעה המקורית, שלפיה יועבר חיווי אחת ל-90 שניות. לצד הדיווח השוטף, התקנות כוללות גם חובת דיווח שנתית למשרד האנרגיה, שתאפשר למדינה לקבל תמונה רחבה יותר על פריסת התשתיות, היקפי השימוש, העלויות והחסמים בשוק.\n\nראש אגף תחבורה במשרד האנרגיה, נחום יהושע, הסביר כי כיום המדינה יודעת על כאלף עמדות ציבוריות, אך אין בידיה תמונה מלאה על מספר העמדות הפרטיות והעסקיות, לרבות עמדות במקומות עבודה. לדבריו, במדינות רבות כבר קיימת תמונת מידע מסודרת על עמדות פרטיות וציבוריות, בעוד שבישראל המידע עדיין חלקי.\n\nחובת הדיווח התקופתית תחול על יבואני עמדות טעינה, מתקינים גדולים, חברות טעינה וניהול טעינה, בעלי יותר מ-500 עמדות וכן ספקי טעינה המחזיקים לפחות 10 שקעים. ח\"כ מטי צרפתי הרכבי שאלה בדיון מדוע נקבע רף של 500 עמדות, ויהושע השיב כי הכוונה היא להימנע מהטלת נטל ביורוקרטי כבד על גורמים קטנים בשוק.\n\nהמדינה רוצה לתכנן, הנהגים רוצים ודאות\n\nאייפר הציג בדיון שתי מטרות מרכזיות לתקנות: הראשונה - יצירת מאגר מידע ציבורי שיצמצם את \"חרדת הטווח\" של הנהגים, בעיקר בנסיעות ארוכות. השנייה - מתן כלי תכנוני למדינה לצורך קבלת החלטות על פריסת תשתיות טעינה, עומסים על רשת החשמל ומדיניות בתחום התחבורה החשמלית.\n\nלדבריו, חשמול התחבורה עשוי להפחית את צריכת האנרגיה של ישראל ב-14% עד שנת 2040, משום שרכב חשמלי יעיל בהרבה מרכב בנזין. הוא הוסיף כי כ-40% ממשק האנרגיה בישראל תלוי כיום בדלק מיובא ומושפע מאירועים גאופוליטיים, ובהם שיבושים אפשריים בנתיבי שיט מרכזיים.\n\nח\"כ צרפתי הרכבי תיארה את הקושי הצרכני הקיים כיום ואמרה: \"היום, כבעלת רכב פלאג-אין, לכל חברה יש אפליקציה עצמאית משלה וכל עמדה דורשת הסדרת תשלום בנפרד. בעבר רשויות מקומיות הקימו עמדות במסדי נתונים שונים. האם היום הכל יהיה במקום אחד?\"\n\nחשש מסודיות מסחרית\n\nנציגי התעשיה העלו בדיון חששות מפני פגיעה בסודיות מסחרית. מנכ\"ל איגוד חברות אנרגיה ירוקה, איתן פרנס, וסמנכ\"ל אפקון, תום שחף, ביקשו הבהרות באשר לאבטחת הנתונים הפיננסיים והעלויות שיועברו למשרד האנרגיה במסגרת הדיווחים.\n\nאייפר השיב כי המשרד מתייחס לנתונים \"ביראת קודש\", והבהיר כי המידע לא יפורסם בצורתו הגולמית אלא ישמש את המדינה להבנת החסמים והעלויות בענף, לרבות אפשרות לסייע בעתיד בהוזלתם. שחף ציין כי לדעתו החסם המרכזי כיום אינו עלות העמדות, אלא זמני ההמתנה הארוכים לחיבורי חשמל מחברת החשמל.\n\nבהתאם לבקשת הספקים, החליטה הוועדה להפחית את תדירות הדיווח התקופתי המקיף: במקום דיווח חצי-שנתי, יימסר דיווח אחת לשנה, עד 31 במרס, עבור השנה שקדמה לו.\n\nאישור פה אחד - ובחינה בעוד חמש שנים\n\nהתקנות ייכנסו לתוקף עם פרסומן ברשומות. הדיווח השנתי הראשון יימסר ב-31 במרס 2026, עבור התקופה שמיום כניסת התקנות לתוקף ועד סוף שנת 2026. הדיווח הבא, ב-31 במרס 2028, יכלול את נתוני שנת 2027. עוד נקבע כי משרד האנרגיה יבצע בחינה ראשונה של התקנות בתום חמש שנים מתחילתן.\n\nהתקנות אושרו פה אחד בקולותיהם של ח\"כ מטי צרפתי הרכבי וח\"כ אלון שוסטר, שמילא את מקום יו\"ר הוועדה. לאחר האישור העלה פרנס סוגיה צרכנית נוספת - חסימת עמדות טעינה בידי רכבים שאינם נטענים. לדבריו: \"נהגים נתקלים בנהגים ישראלים שהחליטו שחניה ירוקה היא מסלול ירוק עבורם. זו מכת מדינה בהתהוות שאינה מטופלת כראוי\". יהושע השיב כי הנושא נמצא כעת בטיפול משרד התחבורה, ושוסטר קרא למשרד האנרגיה לפעול מול משרד התחבורה לקידום פתרון.",
