"body": "شهدت الساحة العراقية تطوراً قضائياً لافتاً مع صدور حكمين بحق نائبين في مجلس النواب في قضيتين منفصلتين تتعلقان بالرشوة والابتزاز، في خطوة تعكس استمرار القضاء في المضي بملفات مكافحة الفساد وملاحقة المتهمين، بمن فيهم شاغلو المناصب العليا والنيابية.\n\nوفي أحدث التطورات، أفادت مصادر قضائية بصدور حكم بالحبس لمدة سنتين بحق أمين عام حزب الحل، النائب محمد الكربولي، على خلفية إدانته بتهمة الرشوة.\n\nوقال مصدر قضائي لـ\n\nالسومرية نيوز، إن محكمة جنايات مكافحة الفساد المركزية أصدرت حكماً بالحبس لمدة سنتين بحق الكربولي بعد إدانته بالتهمة المنسوبة إليه.\n\nويأتي الحكم ضمن سياق ملفات قانونية سبق أن أثيرت بحق النائب، إذ كانت الجهات القضائية قد طلبت في وقت سابق رفع الحصانة عنه لاستكمال التحقيقات المتعلقة بقضايا فساد إداري.\n\nكما اكدت هيئة النزاهة الاتحادية صدور الحكم الحضوري بالحبس الشديد لمدة سنتين بحق النائب الكربولي، بعد إدانته بطلب رشوة مقابل التدخل في أعمال وظيفية عامة.\n\nوذكرت الهيئة في بيان أن محكمة جنايات مكافحة الفساد المركزية قضت كذلك بتغريم النائب عشرة ملايين دينار عراقي، مبينة أن القضية تعود إلى طلبه مبلغ 50 ألف دولار من أحد المشتكين العاملين في مديرية تربية الكرخ الأولى، مقابل التدخل لغلق لجان تحقيقية بحقه وضمان استمراره في منصبه مديراً لإحدى المدارس.\n\nوأكدت الهيئة أن المحكمة اعتمدت على الأدلة والإثباتات المقدمة في القضية، وعدّتها كافية للإدانة، لتصدر حكمها وفقاً لأحكام القرار رقم (160 لسنة 1983).\n\nوفي تطور قضائي آخر، أعلنت هيئة النزاهة أيضاً صدور حكم بالحبس لمدة سنتين بحق عضو مجلس النواب الحالي حسنين قاسم محمد الخفاجي، بعد إدانته بجريمة الابتزاز.\n\nوأوضحت الهيئة أن محكمة جنايات مكافحة الفساد المركزية أدانت الخفاجي بعد ثبوت قيامه بابتزاز المشتكي مصطفى فعل مشتت، عبر مطالبته بمبلغ 500 ألف دولار، فضلاً عن تسجيل نسبة 40% من مشروع \"حوراء بغداد\" السكني باسمه عبر أحد العاملين في مكتبه، مقابل وعود بالتدخل لدى مجلس القضاء الأعلى وهيئة النزاهة لإغلاق قضية تضخم الأموال ورفع الحجز عن أموال المشتكي، إضافة إلى التدخل لدى هيئة استثمار بغداد لاستئناف العمل في مشروع جوهرة بغداد السكني، رغم عدم امتلاكه أي صفة أو صلاحية قانونية تخوله ذلك.\n\nوأشارت الهيئة إلى أن المحكمة استندت في حكمها إلى مجموعة من الأدلة، شملت اعتراف المتهم الآخر أنور صباح عبد صادق، ومحاضر تفريغ التسجيلات الصوتية، وإفادات الشهود، ونسخة العقد المبرم، معتبرة أن تلك الأدلة كانت كافية لإثبات الوقائع وإدانة المتهم.\n\nوصدر الحكم بحق الخفاجي استناداً إلى أحكام المادة (452/1) من قانون العقوبات العراقي.\n\nوتأتي هذه الأحكام في وقت يشهد فيه العراق تصاعداً في إجراءات ملاحقة ملفات الفساد، وسط تأكيدات متكررة من السلطات القضائية والرقابية على مواصلة محاسبة المتورطين في جرائم الرشوة والابتزاز واستغلال النفوذ، بغض النظر عن مواقعهم الوظيفية أو السياسية، في إطار جهود تعزيز النزاهة وترسيخ سيادة القانون.",

"body": "غرقت جورجيا بأكملها تقريبا في ظلام دامس الليلة الماضية بسبب انقطاع التيار الكهربائي، ولا تزال الأسباب الدقيقة للانقطاع مجهولة.\n\nوتوقفت إشارات المرور وأعمدة الإنارة عن العمل في الشوارع الرئيسية في تبليسي، كما أثر الانقطاع على إمدادات المياه في عدة مناطق. وتوقفت محطات الضخ تلقائيا، ما أدى إلى نقص في إمدادات المياه في العاصمة ومدينة روستافي.\n\nولا تزال الأسباب الدقيقة لانقطاع التيار الكهربائي واسع النطاق مجهولة حتى الآن.\n\nوأعلنت هيئة الكهرباء الحكومية الجورجية صباح اليوم أن إمدادات الطاقة في جورجيا بدأت تعود تدريجيا بعد انقطاع كبير أثر على البلاد بأكملها تقريبا مساء الخميس.\n\nوأضافت أن المختصين يواصلون تحديد السبب الدقيق للانقطاع. وسيتم توفير معلومات إضافية للجمهور فور انتهاء التحقيق.\n\nكما أفادت وسائل إعلام محلية بوقوع حادث في محطة إنغوري الكهرومائية، التي تُزود أبخازيا بالكهرباء، حيث انقطعت الكهرباء هناك أيضا.\n\nوأكدت وزارة الطاقة في جمهورية أبخازيا صباح اليوم أنه تمت استعادة إمدادات الطاقة الكهربائية بالكامل، بعد انقطاعها بسبب الحادث في المحطة الكهرومائية.",

"body": "كشف المستشار المالي لرئيس الوزراء مظهر محمد صالح، ان خسائر العراق منذ اندلاع الحرب في المنطقة بما يتراوح بين 40 و45 مليار دولار، نتيجة الانخفاض الحاد في صادرات النفط وتعطل مشاريع تنموية كانت الحكومة تعوّل عليها.\n\nونقلت الحرة عن صالح، قوله إن \"الرقم يمثل ما يسميه الاقتصاديون كلفة الفرصة البديلة، أي الإيرادات والمشاريع التي خسرها العراق منذ 28 شباط وحتى منتصف حزيران 2026\".\n\nوحذر من أن \"الكلفة سترتفع كلما طال أمد الحرب وتعذر استئناف الصادرات بمعدلاتها السابقة\".\n\nويعتمد العراق على النفط لتمويل الجزء الأكبر من إنفاقه العام. وقبل الحرب، كان يصدر نحو 3.3 مليون برميل يوميا، توفر له إيرادات سنوية تقدر بنحو 88 مليار دولار.\n\nلكن صالح قال إن \"الصادرات تراجعت بعد 28 شباط إلى أقل من 10 في المئة من مستواها المعتاد، ولم تعد تمر إلا عبر منافذ محدودة، من بينها تركيا والأردن\".\n\nوقال صالح إن \"الحكومة وضعت ما وصفها بخطوط حمراء لا يمكن المساس بها، تشمل الرواتب والأجور والمعاشات التقاعدية والمنح وشبكات الرعاية الاجتماعية\".\n\nوتبلغ كلفة هذه المدفوعات نحو ثمانية تريليونات دينار عراقي شهريا، أي قرابة 5.9 مليارات دولار وفق سعر الصرف الرسمي البالغ 1320 دينارا للدولار. ويرتفع الإنفاق الشهري إلى نحو 11 تريليون دينار عند إضافة نفقات أخرى، مثل مستلزمات قطاع الكهرباء والأدوية والسلة الغذائية وخدمة الدين الخارجي.\n\nوبحسب صالح، يستفيد نحو تسعة ملايين عراقي مباشرة من هذه المدفوعات. ومع احتساب أفراد الأسر الذين يعتمدون عليها، يصل عدد المتأثرين بها إلى نحو 40 مليون شخص من سكان العراق البالغ عددهم قرابة 50 مليونا.\n\nتمويل العجز\n\nمع تراجع إيرادات النفط، اتجهت الحكومة إلى الاقتراض الداخلي لتأمين السيولة اللازمة.\n\nوقال صالح إن \"وزارة المالية تبيع حوالات خزينة بفائدة تتراوح بين 3 و5 في المئة إلى المصارف الحكومية، التي تستطيع بدورها خصمها لدى البنك المركزي عندما تحتاج إلى السيولة\".\n\nووصف هذا الأسلوب بأنه \"تيسير كمي على الطريقة العراقية\"، مقارنا إياه بالأدوات التي استخدمها البنك المركزي الأوروبي لدعم الاقتصادات خلال الأزمات.\n\nوأدى الاعتماد المتزايد على هذا النوع من التمويل إلى ارتفاع الدين العام الداخلي إلى أكثر من 106 تريليونات دينار، يحتفظ البنك المركزي العراقي بأكثر من 60 في المئة منها، بحسب صالح.\n\nوتراجعت احتياطيات البنك المركزي، التي كانت تتراوح قبل الحرب بين 105 و106 مليارات دولار، موزعة بين الذهب والعملات الأجنبية والسندات الحكومية ذات التصنيف الائتماني.\n\nولم يحدد صالح القيمة الحالية للاحتياطيات، لكنه قال إن التراجع بقي دون 50 في المئة.\n\nوأضاف أن \"العراق واصل خلال الأشهر الأولى تلقي إيرادات متأخرة عن شحنات نفطية صدّرت قبل الحرب، إذ تصل عائدات الصادرات عادة بعد نحو شهرين، الأمر الذي خفف الضغط خلال الشهرين الثالث والرابع\".\n\nوقال إن \"نسبة تغطية العملة المحلية بالاحتياطيات الأجنبية لا تزال تقترب من 90 في المئة، أو تقل عنها قليلا، بينما يبلغ الحد الأدنى المقبول وفق المعايير النقدية التي استشهد بها 75 في المئة\".\n\nورأى صالح أن \"هذه النسبة تشير إلى قدر من الاستقرار النقدي، رغم الضغوط التي فرضتها الحرب على المالية العامة والتدفقات الدولارية\".",

"body": "كشفت صحيفة \"وول ستريت جورنال\" أن الرئيس الأميركي دونالد ترامب أصبح أكثر تشككا في جدوى المسار الدبلوماسي مع إيران، ويميل إلى تبني نهج أكثر تشددا يقوم على مواصلة الضربات العسكرية ضد طهران.\n\nونقلت الصحيفة عن مسؤول أميركي أن ترامب شن هجوما لاذعا على القادة الإيرانيين خلال اجتماع عقد أخيرا في المكتب البيضاوي، ووصفهم بأنهم \"مجانين\"، معتبرا أن إيران \"لا تفهم سوى القوة العسكرية\".\n\nوأضاف المسؤول أن ترامب يرى نفسه في حالة \"انتقام\" من إيران، ولا يعتقد بوجود خيارات أفضل من مواصلة الضربات العسكرية.\n\nكما نقلت الصحيفة عن مصادر أميركية أن الحرب تركت آثارا شخصية على ترامب وعدد من كبار مستشاريه، في ظل تحذيرات استخباراتية من تهديدات إيرانية باغتيالهم.\n\nفي المقابل، قال مصدران أميركيان للصحيفة إن \"جاريد كوشنر والمبعوث الأميركي ستيف ويتكوف لا يزالان يعتقدان بإمكانية التوصل إلى اتفاق مع إيران، رغم تراجع فرص المسار الدبلوماسي\".\n\nوتأتي هذه التصريحات في وقت أعلنت فيه القيادة المركزية الأميركية (سنتكوم) إكمال الليلة الثالثة عشرة على التوالي من عملياتها العسكرية ضد أهداف داخل إيران، ضمن حملة تقول واشنطن إنها تهدف إلى تقليص التهديدات التي تشكلها طهران على الملاحة التجارية في مضيق هرمز.\n\nبريطانيا تتأهب.. ورسالة ردع إلى إيران\n\nوقالت \"سنتكوم\" إن الضربات استهدفت مراكز القيادة العسكرية الإيرانية، ومستودعات تخزين الطائرات المسيّرة، وشبكات الاتصالات، ومواقع المراقبة الساحلية، والقدرات البحرية التابعة للحرس الثوري الإيراني، بهدف الحد من التهديدات التي تواجه السفن التجارية والبحارة المدنيين.\n\nوأكدت القيادة المركزية أن مضيق هرمز لا يزال مفتوحا أمام حركة الملاحة، وأن السفن التجارية تواصل عبورها بأمان بدعم من القوات الأميركية، مشيرة إلى انتشار أكثر من 50 ألف عسكري أميركي في أنحاء الشرق الأوسط.",
